Guangdong, Macao Ink Cooperation Framework Agreement

Guangdong officials and the government of the Macao Special Administrative Region signed the "Guangdong-Macao Cooperation Framework Agreement" in Beijing on the March 6 to roll out closer bilateral cooperation.

The agreement, signed by Guangdong Governor Huang Huahua and Macao SAR Chief Executive Fernando Chui Sai On, sets the orientations, principles and targets regarding a wide range of issues in economic, social, welfare and cultural fields. Governor Huang said that the pact creates the foundation for bilateral cooperation in the next decade.

Chief Executive Fernando Chui Sai On said the framework will enable Macao to grow into an international tourism hub by giving the city more opportunities for economic diversification, such as the development of a traditional Chinese medicine (TCM) park in Hengqin.

Under the agreement, both governments will set up a creative and cultural industries zone in Hengqin. An area of five square kilometers will be set aside in Hengqin for Guangdong and Macao to co-develop traditional Chinese medicine and cultural, creative and educational industries.

Zhuhai city plays a major role in the development of Hengqin and city officials will joins hands with Macao planners in attracting investment and expanding international markets. The agreement states that Macao residents working and living in Hengqin will come under the mainland's labor affairs regulations and social security system.

According to the agreement, Macao will take the lead role in the region's development in international tourism, while Zhuhai will be the region's "nodal point" for international business tourism and Guangdong will be the foundation of the region's tourism resources.

The agreement also stipulates the construction of railway and transportation services between Zhuhai and Macao. The two sides will gradually extend the opening hours of their border checkpoints and they will work to set up a 24-hour checkpoint at the Gongbei-Macao Barrier Gate checkpoint and allow cars from Macao to freely circulate in Hengqin.

Both sides will share education and training resources. The future campus of the University of Macao is being built in Hengqin on a plot of land leased from the central government. The campus will come under local jurisdiction during the 40-year lease. (By Olivia)

Macao takes the lead role, Zhuhai works as the region's "nodal point" and Guangdong as the foundation of the region's tourism resources to combine the resources of both regions and to enrich Macao’s tourism industry.

■To establish a new platform for industrial upgrading

Relying on Macao’s international business platform, Guangdong’s industrial upgrading and “going global” strategy will "appropriately diversify" Macao's economy, and enhance the cooperation level with the European Union, ASEAN and Portuguese-speaking countries.

■To explore new model of cooperation demonstration areas

Both regions will accelerate the development of Hengqin Island and infrastructure connections as well as facilitating customs clearance and public services sharing in Zhuhai and Macao, to build a high-quality life circle.

■To promote a proper diversified development of economy in Macao

Support Macao’s tourism and other competitive industries, cultivate Chinese medicine, exhibition and other emerging cultural industries, develop potential industries such as education and training.
