Key Projects Lead Integration in Pearl River Delta

Guangdong officials in March unveiled a list of major tasks for a Pearl River Delta reform and development plan in 2011-2012 in a conference held in Guangzhou.

By developing these key projects in 2011, the province will accelerate its industry transform and upgrading and step up the progress of integration to build up a competitive world-class city cluster, Guangdong Governor Huang Huahua said during the conference.

Key Projects

Efforts will be concentrated in key development districts to promote the province’s industry transform and upgrade, including construction of the Sino-Singapore Guangzhou Knowledge City, Guangzhou Nansha Economic and Technological Development Zone, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone and Zhuhai Hengqin New Area.

The construction of high-end service clusters such as the Guangdong Financial Hi-tech Service Zone will strengthen and expand productive service industries. Guangzhou Huadu Automobile Industry Base and nine other manufacturing bases are also scheduled to build this year.

A total of 13 province-level demonstration industrial transfer parks and eight specialty parks will be supported by the provincial government to become industrial agglomeration areas and supporting industries bases in the Pearl River Delta.

Five Integrations

The construction of three city circles including Guangzhou-Foshan-Zhaoqing, Shenzhen-Dongguan-Huizhou and Zhuhai-Zhongshan-Jiangmen began after the province issued its Five Integrations Plan for the Pearl River Delta last August.

Infrastructure progress was made when the Guangzhou-Zhuhai, Guangzhou-Foshan intercity railway was completed and the highways within the Guangzhou-Foshan-Zhaoqing area and Zhuhai-Zhongshan-Jiangmen area were made free of charge for vehicles with local annual passes. The highways in the Shenzhen-Dongguan-Huizhou area city will be free for vehicles with annual passes of any of the three cities before June 2011.

In 2012, a toll-free highway network and barrier-free medical insurance system within the Pearl River Delta area is scheduled to be implemented where e-transportation-cards and patient file systems will be unified.

Guangzhou will improve its function as a national core city, a comprehensive gateway city as well as a regional culture and education center. Shenzhen will continue its efforts as a national economic center and become an innovative city and Zhuhai will accelerate construction as a major city in western bank of the Pearl River estuary. Boost Shenzhen-Dongguan-Huizhou integration and invest 2 billion RMB each year over the next five years to support scientific and technological innovation and newly emerging industries.


Build a platform to make full use of the city’s districts, seize opportunities from the city’s 100th anniversary of the 1911 Revolution and upgrade the quality of the city.


Build a whole industry chain by accelerating key projects including CRS Urban Rail Transit projects, Nuclear Power and Equipment Industrial Park, Fuwa Heavy Industry projects and LED base construction, develop a high-tech zone and develop the Riverside New Zone and Industry Park. The city will compete for the honour “National civilized city” this year.


Accelerate infrastructure construction in the Guangzhou-Foshan-Zhaoqing ring and seek new cooperation in the area, upgrade the traditional industry and accelerate the construction of a hi-tech industry zone, speed up the efforts to build a “Happy Zhaoqing”.
