East Pearl River Delta: still pioneer in economic development

Which cities in Guangdong are most related to the industrial transformation and upgrade policy? The answer must be Shenzhen and Dongguan. They had had a magic 30 years of rapid development based on OEM and other processing industries. And several years ago, both the government and enterprises had foreseen the end of this growth path and started to look for a new one.

The two cities’ rapid overall industrial transformation and upgrade started from 2 years ago, when Guangdong implemented the Outline of the Plan of Pearl River Delta Regional Reform and Development (2008-2020).

Shenzhen, with subtle R&D talent resource, was the first city in Guangdong to map out its industrial development plan. Then it input 10.5 billion RMB to support biology, internet and new resources as its three strategic rising industries. The three industries booked a year on year growth of 30 percent, 47 percent and 35 percent in 2010, with a total output of 139 billion RMB. Top domestic universities, such as Peking University and Tsinghua University had set up postgraduate faculties here, which undertake researches together with the local government and enterprises, pushing forward the local R&D strength to top level in China.

Dongguan had been known as a cluster of OEM factories. Now, with nine main measures, the city saw an optimization in industrial structure, product structure and marketing. With the improvement of per capita efficiency, the city’s per capita GDP growth outpaced the city’s overall GDP growth for the past two years in a row.

Huizhou, together with Shenzhen and Dongguan are the three cities in East Pearl River Delta. Petrochemical and electronic and IT were Huizhou’s two pillar industries, with a value added growth of 41.2 percent and 18.7 percent to 30.3 billion RMB and 28.1 billion RMB last year.

Guangdong Party Secretary Wang Yang and Guangdong Governor Huang Huahua visit East Pearl River Delta last Thursday and Friday (May 11 and 12), just after their tour to West Pearl River Delta. They were satisfied with the three cities’ industrial upgrade, saying the area had brought great breakthrough in the new development path seeking and how the area kept its position as the doorway of international cooperation for Pearl River Delta, Guangdong and even the whole China.
