Shenzhen will collaborate with Dongguan and Huizhou to develop a border area, to build a global electronic information industrial base, and to cancel long-distance call and roaming fees.

At a conference Monday, the three cities signed an agreement to run more inter-city buses and improve cross-border roads and bridges.

The cities will establish a work committee to promote the development of the Ping-xinqing area — the border area between Pingshan in Shenzhen, Xinxu Township in Huizhou and Qingxi Township in Dongguan — and turn it into an ecological town with low-carbon and intelligence-intensive industries.

The three cities will also tighten industrial cooperation around the Daya Bay area and establish a coordination mechanism for Universiade security, food safety and supervision, water and rail projects, and agricultural production.

Unified bus cards will be introduced to cover the three cities and Shenzhen will open three bus routes connecting Huizhou and Dongguan before July.

During the 12th Five-Year Program, Shenzhen will invest 58.6 billion yuan (US$8.9 billion) to build a tri-city economic circle, Shenzhen Mayor Xu Qin told the conference. The money will be used for cross-border river pollution control, and road and bridge projects.

Shenzhen and Dongguan scrapped 21 cross-border toll- gates last month. Roads that were bottlenecks for traffic between Shenzhen and Huizhou have been expanded or renovated.(Han Ximin)
