The Outline of the Twelfth Five-year Plan explicitly states that the development of Nansha New District is listed as a key project in improving cooperation between Guangdong, Hong Kong and Macao. It is positioned to be built into a commercial center, technological and innovation center and education and training base that serves the mainland and links Hong Kong and serves as a zone of cooperation providing industrial supporting service that is adjacent to Hong Kong. The district will be raised to a new high, which aims at deepening cooperation between Guangdong, Hong Kong and Macao and building homelands for all Chinese people, symbolizing that the development of the district has been raised to the strategic level of national development.

Zhang Guangning, Secretary of Guangzhou Municipal Party Committee emphasized the importance of serious study on plan and development of Nansha. With Nansha positioned in a coordinate role in the Pearl River Delta, being supported by Hong Kong and Macao, in serving the country and the whole world, It is therefore important to in the planning, study closely and refer to the current experiences of city clusters, such as New York and London in their development, and to combine the requirements of national and provincial development strategies with realities in the district and work hard to transform its comparative advantage to competitive edge.

In accordance with the orientation of Nansha in the Outline, it is the primary task at present to elaborate and deepen the study on its development orientation and functions, which concerns the height, extent, depth and speed of its development in the future. While Guangzhou has invited a national think-tank to prepare a monographic study, relevant departments and Nansha District should promptly move and integrate wisdoms of its connection in an all round way to obtain detailed views for reference by the municipal party committee, the government, the and the provincial party committee in their decisions.
