On the afternoon of May 11, Mayor Zhang Guangning convened and presided over the Municipal Executive Meeting related to the merger of the Telecommunications and Postal Services of the tri-partage area. At the meeting representatives discussed and passed on motions related to principles related to the Opinions of Speeding up the Internationalization of, and a Creating Sound Business Environment, and Regulating Work Procedures, all of which will be submitted to a vote by the Standing Committee of the CPC Guangzhou Municipal Committee and for deliberation after revision.

The Opinions put forward related to the work targets for Guangzhou as related to the speeding up of the internationalization of creating sound business environments and regulating work procedures: the practices in terms of enterprise establishment, permit approvals, talent introduction, land acquisition, financing, cross-border transactions, investor protection, agreement performance and settlement, should be closely butted with those of Hong Kong in terms of practices so as to reach, or approach the same convenience, in five years, taking the opportunity of putting into effect the relevant CEPA requirements. The transportation, telecommunication and post networking considerations should be preliminarily established so as to enlist Guangzhou at the top of China in terms of business the environment, making Guangzhou one of the most important business centers in Asia and promoting it to become the hot land for a new round of investment from the Fortune 500.

The next move is to integrate the Implementation Rules of Guangzhou on the Outline of Pearl River Delta Regional Plan on the Reformation and Development and to handle with care the five works that are to follow the current program. The first is to follow out the principle of openness, fairness, transparency and simplification and to promote high efficiency in order to further reduce and normalize the administrative approval procedures and to push forward the idea of openness as related to governmental affairs. The second effort is to greatly advance the separation of government policy makers and their subordinate units, foster and develop an intermediary service agency group and to enhance the presence of industrial associations, push the professional service cooperation efforts between Guangzhou, Hong Kong and Macau forward and to perfect government purchase service systems. The third effort is to enhance safety supervision on food products, to strengthen the protection of intellectual property rights and to boost the mutual recognition of safety testing standards and procedure connections surrounding the maintenance of an orderly market. The fourth is to perfect enterprise and personal credit systems and to intensify the credit system innovations in the field of social management. The fifth is to enhance the educational cooperation with Hong Kong and Macau, boost the professional qualification authentication and speed up the fostering and introduction of high quality professional talent.
