'Well-off Guangdong' Blueprint comes out!

Guangdong is to double the 2000 per capita GDP by 2010 and to quadruple the figure by 2020, taking the country's lead in realizing modernization, according to Guangdong's blueprint on building an overall well-off society which comes out recently.

The blueprint displays a panorama Guangdong province in the future:

Economy

According to the blueprint, in the year 2020 the provincial GDP will reach 5.6 trillion Yuan, accounting over 1/7 of the country's anticipated total. And the hi-tech industry's output volume will take over 48% of the total provincial industrial output value.

The provincial per capita GDP doubles in 2010 on the basis of that of 2000, and quadruple by the year of 2020, with a development speed faster than the country's.

The per capita GDP will hit 7000 USD and reach standard of world's medium level, according to a guideline released by the World Bank.

Well-off Life

The residents' income will increase 3 times within 20 years. To 2020, the per capita annual net income of urban and rural residents reach 30000 yuan and 12000 yuan, with the Engel Coefficient drop to 30% and 37%.

The quality of the residents' living and life will be obviously advanced: the unemployment rate is lower than 3.5%, and the average lifespan is 75.5 years.

The average schooling will up to 12years, and the population growth rate decrease to 0.5??.

There will be a rather well developed social security system and medical and sanitation system in 2020.

System

Further develop market economy, a more vigorous and open economic system, and a unified, open, competitive and orderly modern market system.

Maintain a harmonious social environment and develop culture with local feature.

Urbanization

The east and west Guangdong as well as the mountainous area in northern Guangdong will benefit from the industrial transfer and other trends and accelerate their development. The gap between urban and rural areas will be gradually narrowed. In 2020, 75% of the population will live in the urban area, a level regarded as 'developed country'.

The gap between different regions will be reduced, the per capital GDP comparison of east & west region and mountainous region with pearl river delta will be reduce to 0.3 : 10 (5400 USD : 18000 USD)

Environment

Efficient and convenient communication, transportation, energy, environmental protection system and a sound infrastructure condition will improve quality of daily life and turn the province into an model region in sustainable development concept application.

The per capita green will increase from 8.2 sq.m. in 2003 to 14 sq.m. in 2020. And the comprehensive environment index will rise to 90 per cent and the recent standard "good" will be upgraded to "excellent" in year 2020.
