[Week 15] [FTZ] New Inspection, Quarantine System Introduced

A set of new inspection and quarantine systems will be formulated in accordance with the position and status of Hengqin area of the Guangdong Free Trade Zone (FTZ), according to Zhuhai Entry-Exit Inspection and Quarantine Bureau officials on April 7.

Hengqin is one of the three areas that fall within the newly approved Guangdong Free Trade Zone. It lies adjacent to the Macau Special Autonomous Region.

According to officials at the Zhuhai Entry-Exit Inspection and Quarantine Bureau, the new systems will be formulated to accommodate the proximity of Hengqin and Macau and are aimed at smoothing customs clearance in Hengqin.

The new systems include:

1, third-party verification of test results for imported industrial products

2, supervision of the global maintenance and remanufacturing industry

3, certification of the place of origin of goods in transition

4, pre-inspection of imported goods

5, a line control mechanism for inspection and quarantine

6, a quarantine examination and approval system for animals and plants

7, quarantine examination and approval of imported food

8, health-related quarantine procedures on the entry and exit of special goods

Plans for all eight systems have now been submitted to China's General Administration of Quality Supervision, Inspection and Quarantine, the country's top agency for inspection and quarantine, and will be implemented in the Hengqin New Area after being approved.

Additionally, the Zhuhai Entry-Exit Inspection and Quarantine Bureau will also innovate its existing systems and introduce a total of 22 specific measures including the introduction of a line control system, mutual recognition of inspection results issued by counterparts in Hong Kong, Macao, and Taiwan and updates to the model for supervising animal products supplied to Hong Kong and Macau.
