In 2003, Guangdong had issued a plan to construct 7 rail lines to connect main cities and towns in Pearl River Delta area. And on July 6th, the provincial government held a meeting on expanding the lines to connect all the counties of the 9 cities of Pearl River Delta.
Vice Governor Huang Longyun of Guangdong said the new plan was made under the Province鈥檚 decision to speed up infrastructure improvement so as to extend Pearl River Delta鈥檚 economic radiation to all around the province.
According to the new plan, the rail lines will be 2.5 times longer than the previous planned ones, about 2000 km. And the lines will be extended to cover other regions of the province in long-term plan.

A rail network made up of three loops and eight railways is said to be established to connect Guangzhou, Shenzhen and Zhuhai as well as the other major cities in the Pearl River Delta. As a result of this network, the trip between the three cities and the other cities within a loop would take about an hour.
According to the plans, the network would consist of 20 railways of 1,992 kilometers, that is, 4.78 kilometers per square kilometer. It would cover all cities of above county-level except Taishan. Compared with previous transport networks having Guangzhou and Shenzhen as the centers, this one covers a larger area. In addition to Guangzhou, Shenzhen and Zhuhai, other major cities at the Pearl River Delta and even Hong Kong and Macau as well as regions in Guangdong Province would be connected with one another through the network.
The three loops referred to in the planning include the Guangzhou - Foshan loop through which passengers from the Guangzhou Baiyun International Airport and the new Guangzhou Railway Station can conveniently travel to more places in Guangzhou and Foshan, a medium loop made up of railways surrounding the mouth of the Pearl River including the Guangzhou-Dongguan-Shenzhen railway, the Zhongshan-Nansha-Humen railway and the Guangzhou-Foshan-Zhuhai railway, and a large loop consisting of railways such as Guangzhou-Dongguan-Shenzhen, Shenzhen-Zhuhai and Guangzhou-Foshan-Zhuhai. Moreover, the eight intercity railways refer to Guangzhou-Foshan-Zhaoqin, Guangzhou-Qingyuan, Guangzhou-Huizhou, Dongguan-Huizhou, Shenzhen-Huizhou, Zhuhai-Doushan, Jiangmen-Anping, Zhaoqing-Gaoming-Nansha and Guangzhou-Zhaoqing. Passengers can travel between Guangzhou and Shenzhen through ten railways including the Guangzhou-Shenzhen railway, Guangzhou-Shenzhen-Hong Kong railway, Guangzhou-Dongguan-Shenzhen railway and Guangzhou-Foshan-Shenzhen.
