| To be the main drive in improving China's competitive power, to be a pilot in seeking scientific development mode, and to be a pioneer in developing socialism with Chinese characteristics, such are the new targets from the province set by the delegates of the 3rd plenary session of 10th CPC Guangdong Committee, held in Guangzhou on June 17 and 18.
The delegates evaluated the province's "emancipating the minds" campaign in the past half year as "fruitful", saying it has deepened both local leaders and residents' understanding of scientific development and of the bottleneck of Guangdong development: the province need to insist the concept of 鈥渜uality prior to quantity鈥 in assessing economic development and also need to evaluate the overall development instead of simply economic ones. The government鈥檚 policy making should be in line with the principal "people-oriented" and should abandon the high-resource-and-energy-consuming development mode. And the delegates called on the local leaders and residents to continue their effort in development and develop "global vision", and the relatively developed area should help the under-developed area. And finally, they called on the society to realize the importance of democracy and a developed legal system to scientific development.
