Guangzhou authorities have worked out a scheme to evaluate the performance of the city's 28 agencies with authority to impose administrative penalties, including the public security bureau, the land and housing administration bureau, and the transportation committee. The results of the evaluation will be published.
The evaluation will focus on nine aspects, including whether the penalty imposer has the right authority to impose the penalty, whether the circumstances warrant the penalty, whether the evidence is sufficiently clear, and whether the right law has been cited in imposing the penalty. The evaluation will take place primarily through field inspection, solicitation of the opinion of the persons involved in the penalty and members of the public, and review of files on administrative penalties and the agencies' self-evaluation forms and score sheets.
