SZ govt. to set aside annual 5m RMB as reward for crime tips

Shenzhen will set aside 5 million RMB (732,000 USD) every year from which to reward crime tipsters, a press conference was told Wednesday (July 22). A useful tip could be worth 100 to 20,000 RMB.

People who provide important tips may receive even more, and the city’s fiscal bureau will allocate more money if the 5 million yuan is used up before a year ends, Shen Shaobao, deputy Party chief of Shenzhen’s public security bureau, told reporters, citing new rules passed by the city government.

People who stop crimes on the spot and seize the criminals can also earn rewards, Shen said. “It’s the first time the city has stipulated rules on how to reward crime tipsters. A separate agency will be established to manage the fund,” said Shen.

Shenzhen police received more than 100,000 tips on crimes and gave away more than 2 million yuan in rewards last year, statistics show.

According to the new rules, a tip provider can collect the reward within a year after it’s granted. “The city should have offered such monetary rewards long ago,” said Peng Danping, a Shenzhen lawyer. “It will encourage people with information on crimes to report it to the police. But the government should consider how to protect the tip providers from criminals’ revenge.”

Others also raised questions, such as how to prevent police officers from conspiring with civilians to fraudulently tap the fund.
