The management of Social Security Cards (Citizen Cards) in Guangzhou (hereinafter referred to as Management), drafted by the Informatization Office of Guangzhou Municipality, was ready for public opinions on June 23rd. According to the Management, citizens and non residents of Guangzhou who enjoy social security and other public services could apply for such cards. Meanwhile, all previous cards issued by the various departments will be abolished, with their functions integrated into the citizen card.

With a citizen card, one could enjoy health care services and buy medicines at 709 designated hospitals and pharmacies. In addition, it can be used as a medical card in 26 hospitals. In terms of the relevant regulations, whoever has a citizen card needs to pay 90% of the charge of medical services with the other 10% paid by the government.

Also, a card holder can, with the card, learn about information concerning medical insurance, pension insurance and housing funds through a computer terminal at any commercial bank, everbright bank or agricultural bank of China.

In terms of the Management, the Informatization Office of Guangzhou Municipality would be in charge of establishment, planning and monitoring of the information system. Other departments concerning social security, civil affairs, health care, education, transportation, public security, family planning, housing fund, personnel and law issues should take effective measures to ensure application of citizens cards in the sectors concerned.

Currently, an individual can not apply for a citizen card. However, with the office network covering downtown, districts and sub-districts to be established, they can apply at a nearby office for a citizen card.
