The inflation this year is expected to stay below 4 percent, while the urban per capita income is forecasted to rise 9 percent, in line with GDP growth, according to Governor Huang Huahua in his Government Work Report delivered in the opening session of 11th Guangdong Provincial People's Congress yesterday.
Huang Huahua, the provincial governor, said Guangdong province is expecting a more rational development with further reform and innovation. People鈥檚 livelihood will be emphasized, and reducing inflation pressures is also a key task for the government.
The GDP of Guangdong Province rose to 3.06 trillion RMB in 2007, up 14.5 percent year on year, surpassed that of Taiwan, and the target of 2008 is an increase of about 9 percent, said Huang.
The fixed asset investment and foreign trade went up by 15 percent, 15 percent and 10 percent respectively, and rural residents will have a 7 percent income increase this year.
In 2008, the per unit GDP energy consumption is expected to drop by 3.5 percent and SO2 and chemical oxygen demand are to reduce by 4 percent and 3.5 percent respectively.
The urban registered unemployment rate and the natural growth of population will be kept within 3.8 percent and 0.7 percent respectively.
Guangdong鈥檚 target in the next five years is to further the scientific development, to boost fast and rational economic and social development, to build a well-off society and to realize modernization in PRD area. The province should accelerate the transform of economic development pattern and improve the socialist market economy system to meet its goal, said Huang.
He also pointed that special efforts should be taken in the aspects of innovation, modern industry system, reform and opening-up, energy-saving and environment protection, coordinate development in urban and rural areas and people鈥檚 livelihood improving.
Ten targets of the province development in the year 2008 have been identified in the report:
1.Enhancing the independent innovation capacity: promote innovation projects; improve brand-name promotion and independent intellectual property rights protection; implement policies and develop facilities to support innovation.
2.Building modern industry system: develop modern service industry; promote new hi-tech industry; reform the traditional industry; advance manufacturing; strengthen infrastructure construction; foster industry clusters and large-scale corporations groups,
3.Building a new socialist countryside: increase investment in countryside; improve the service system in countryside; strength countryside infrastructure construction; deep reform in the countryside.
4.Saving energy and protecting the environment: reduce the energy consumption and pollution emission; plan the land use, protect environment and ecological balance銆
5.Enlarging the domestic demand: encourage investment; stabilize market prices, improve socialist market economy system.
6.Promoting foreign trade and accelerate the change of development pattern .
7.Enhancing the regional cooperate and development: promote the development of mountainous area and east and west wings; accelerate the construction of city clusters; further the cooperation with Hong Kong, Macao and other PPRD members.
8.Furthering the reform of SOEs, private economy, local fiscal and revenue system, finance and capital market.
9.Improving social programs such as: education, culture and medicare system.
10.Building a harmonious Guangdong by increase employment, improve social insurance system, enhance social justice, supervision and safety.
