On January 7th, 2008, Bureau of Supervision of Guangzhou Municipality and Administration of Quality and Technology Supervision of Guangzhou Municipality jointly issued regulations on standards of government services which, for the first time, cover detailed provisions on environment, quality, management, inspection, rules for employers and manners related to government services.

The regulations shall enter in force on March 1st, 2008 and they shall be followed by government service departments operated by government administrations and public institutions of cities, cities of county-level and districts.

In terms of the regulations, the employers shall provide complete and accurate information as well as necessary explanation for clients' consultation or relevant business. Punishment shall be imposed for those employers who fail to perform their duties or practice against relevant regulations, thus casting negative compact to administrative power and credit of government departments or causing damage to clients' rights and interests.

According to the standards, employers shall be neatly dressed. Women employers shall not dye their hair in too bright color, shall not put on heavy make-up, and shall not wear bizarre or too much accouterment. Besides, perfume of strong smell and nail polish shall not be allowed. Men employers shall not dye their hair in too bright color. Bizarre hair styles and bears shall not be allowed. In addition, all the employers shall be required to be good at Pudonghua and can at least understand Cantonese.
