"The Decisions on Solving Problems Affecting the Vital Interests of the People Issued by the Municipal Party Committee and Municipal Government of Guangzhou" was formally released on May 8th. There are 66 measures covering the aspects of transportation, education, housing, environmental protection and employment which are of greatest concern to the people. Furthermore, in the Decisions there are schedules for the government to solve the problems. This indicates that the policy of "Making it a priority to enrich the people; attaching importance to civil life" is more visible and operatable now. It also indicates that though the government is sticking to the principle of "Giving Top Priority to Development", at the same time , it is trying hard to bring the benefits of reform and development to all of the citizens.
