People-based administration and efficient public service became the theme of the first executive conference of the newly elected Guangzhou municipal leadership. On the afternoon of June 6, Mayor Zhang Guangning convened the first executive conference of the new leadership, which deliberated and in principle adopted the Guangzhou 11th Five-Year Plan for Civil Affairs.

Mayor Zhang stressed that, amidst rapid economic development, the civil service should perform people-based administration and make all possible efforts to resolve practical issues of intense public interest and provide efficient services for the general public, especially needy citizens. He said that the city's 11th Five-Year Plan for Civil Services is intended to improve social services and strengthen public administration and to provide the public with efficient and attentive services.

The Guangzhou 11th Five-Year Plan for Civil Affairs sets sights on fostering a harmonious and inclusive society, strengthening grassroots democracy, increasing preferential treatment for families of servicemen and martyrs, and standardizing social management.

Specifically, the goals of the Plan include: ensuring the minimum living standard for all urban and rural residents; making sure 80% of the city's residential communities meet the provincial government's "six goods" standards (good management, good service, good public security, good environment, and good mores); and increasing subsidies for eligible people and ensuring 100% of them receive such subsidies.

The Plan envisages greater services for the general public, especially needy citizens, promotion of reform and opening-up, assurance of the minimum living standard for all people, stronger care for the elderly, increased resources for the relief of natural disasters, and full development of social assistance systems.
