New Guangzhou Regulations for City administrators and Environmental Hygiene became effective January 1, 2007. Entities and individuals are not allowed to obstruct roads, bridges, crossovers and underground tunnels. Setting up stalls, peddling commodities, or piling up waste or used materials in public places, which may affect city appearance and environmental hygiene is an offense. Violators can be fined RMB 50-200.
Business operators on roadsides, buildings and structures around squares cannot set up stalls beyond their windows, doors and exterior walls. Violation of these restrictions will result in fines RMB 500-2,000. Piles of materials, structures or facilities built on roadsides and in public places without authorization, make offenders liable to fines of RMB 5,000-20,000.
Trash, sewage, feces and other waste must not be dumped at will. Offenders will be liable for a fine of RMB 100-200. Owners of outdoor facilities are responsible for maintaining the facilities in good order and must promptly repair any worn-out logos, signs, slogans or lighting fixtures. Any stained, corroded or damaged facilities must be repaired or removed. Offenders will be subject to a fine of RMB 500-2,000.
No one is allowed to paste or set up posters or banners on any trees, buildings, structures, roadways or facilities without authorization. Any form of graffiti is strictly forbidden.
Owners of transport trucks which have stained roads from leaking liquid or solid material will be ordered to clean it up, restore the road to its original condition, and pay a fine of RMB 50 for each square meter of stained road.
