Huang Yuanfei, Deputy Director of Guangzhou Labor and Social Security Bureau, and Chen Maolin, Deputy Director of Guangzhou Education Bureau, and Xiong Yuanda, Deputy Director of Guangzhou Public Health Bureau, elaborated on medical insurance of migrant workers, teachers' wage and other hot issues in a press conference of the 9th Guangzhou Congress of CPC (Communist Party of China) on December 28, Guangzhou Daily reports.
Guangzhou will released a series of "New Policies for Labor and Social Security", according to Mr. Huang Yuanfei:
* Realize a 100% contracted employment for workers in Guangzhou in three years;
* Issue supplementary medical insurance scheme to reduce two thirds of hospital charges on personal part;
* The floating labor in Guangzhou City will enjoy the same treatment as Guangzhou citizens on birth insurance;
* Relevant regulations on the medical insurance of "farmers to citizens" in Guangzhou will be issued at the late of 2007.

Insurance system
REPORTER: Guangzhou maternity insurance system will take migrant workers into account. Can you give more details? HUANG (Yuanfei): At present only urban employees are insured. In the future all the urban and rural residents, including the unemployed, will be covered. The medical insurance for migrant workers, mainly the maternity insurance, will be put into practice next year.
REPORTER: Anything new in the new medical insurance system? HUANG: We have been building up a new and appropriate medical insurance system for the migrant workers. With a lower payment rate and many a paying methods, it will be more widely accepted by the migrant workers. By November of 2006, a total of 436,000 migrant workers have benefit from this medical insurance system. Compulsory education REPORTER: How much has Guangzhou put into compulsory education? CHEN (Maolin): With an investment of 2.3 billion RMB, GZ launched an educational comprehensive improvement project, facilitating those schools in poor conditions. Fundamental education in rural areas will be put into spotlight and 4.95 billion RMB will be invested. By 2010, all high schools and primary schools will be standardized. |
REPORTER: What's the solution for the children of the migrant workers, as regards to their difficulties in attending schools? CHEN: At present, one third of the children of migrant workers are in public school, the rest in private school. They kept a fast growth rate and reached a number of 400,000 recently. Therefore, it is still difficult for them all to be enrolled in public schools, which are supposed better by the general public.
Community health service
REPORTER: The quality of the community doctors is the major concern for many people. How to make them confident of the community health service center? XIONG (Yuanda): "There's no 'cause and effect' between the quality of community doctors and their working in community hospitals. As matter of fact, low in diplomas, they are probably more experienced and skillful in handling some common diseases. Moreover, in order to balance the patients, some experts from large hospitals will be sent to help the community hospitals regularly.
