--The draft of the 11th five-year program for Shenzhen economic and social development

The blueprint for the next five years was released yesterday, setting strategic goals for the city's economic and social development. Specific measures are also laid out to achieve the goals of building Shenzhen into a recycling society, accelerating the development of the four pillar industries (high-tech, finance, logistics and the cultural industry) while promoting innovation, building a harmonious society, harmonizing development in and outside the special economic zone and building an ecological city, among others.

The Shenzhen Daily selected some of the specific goals and measures from the draft for comments and suggestions from our readers. We will forward valuable feedback to the appropriate government officials.

During the 11th five-year period, ending in 2010, and the period leading up to 2020, the strategic goals for the economic and social development of Shenzhen are: building Shenzhen into an influential international high-tech city in the Asia-Pacific area, establishing Shenzhen as a key city in international logistics, a center for international finance and trade, exhibition and international culture communication, and an international tourist city; building Shenzhen into a leading regional internationalized city based on the realization of modernization within the next 15 years.

The city's annual GDP (gross domestic product) growth rate is expected to average 13 percent by 2010 with GDP reaching 900 billion yuan (US$11.25 billion) and per capita GDP US$12,000 in 2010. By 2015, the city's GDP is expected to reach 1,500 billion yuan with the annual GDP growth rate averaging 10 percent and per capita GDP reaching US$15,000. By 2020, the city's annual GDP growth rate is expected to average 8 percent with GDP reaching 2,000 billion yuan and per capita GDP US$20,000 in 2020.

These goals will be achieved with the strategy of innovation, which includes building an innovative government, boosting innovation-oriented development, advancing innovation-oriented industry, and improving the environment for innovation.

Specific measures and goals:

1. Building Shenzhen into a recycling society

Developing model recycling projects: selecting model enterprises including companies with less pollution, energy-saving and water-saving companies; building ecological industrial model parks by refitting old industrial parks and building new ones; building ecological agricultural model parks such as Guangming and Gongming ecological agricultural model parks; developing key technological model projects involving energy-saving, water-saving and recycling technologies; establishing ecological building models, including green public buildings and large-scale residential areas and green office sites; building garbage recycling model bases and creating green transportation models with a natural-gas-powered car project and hybrid bus project.

Ten industries will take leadership in developing a recycling society. They are: electrical communication; energy; architecture; biological pharmaceuticals; electroplating; textiles, printing and dying; fine chemistry; transportation; logistics; food and drink industries.

2. The plan for technological innovation

During the 11th five-year period, total spending on research and development will reach 100 billion yuan. The municipal and district governments will spend 10 billion yuan to support the building of an innovative technology platform, the development of key high-tech technologies and small and medium-sized enterprises, and research institutes, universities and colleges to train for talent.

Framing the science and technology development plan for middle and long-term timetables, implementing an innovation breakthrough plan;

building five science and technology innovation platforms, supporting and developing numerous types of incubators.

Building new science museums and setting up technology institutes in newly established universities or founding universities for science and technology.

Setting up innovation funds.

3. Strengthening education

Elementary education: building 55 new primary schools, 20 middle schools, 24 nine-year compulsory education schools, 16 high schools and 50 first-class schools run by local residents.

Higher education: Construct Phase II of the University City, the south campus and new campus of Shenzhen University, the new campus of Shenzhen Polytechnic and another polytech college. Investigate building one to two new colleges and work to establish science and technology universities, polytech universities or institutes of commercial education.

Middle-level education: plan to build Bao'an Polytechnic, Nanshan Bolun Polytechnic, Longgang No. 2 Polytechnic, Advanced Technician School Longgang Campus and some middle-level education bases.

4. Boosting the cultural industry

The key construction projects for cultural facilities are: Shenzhen Opera House, new Shenzhen Science Museum, an international convention center, new Shenzhen Museum, industrial exhibition center, a children's library, rebuilt art school, modern art museum, the earth station of Shenzhen TV satellite, relocation of Shenzhen Medium Wave Station and Shenzhen Archive Center.

At the same time, the protection of cultural antiquities and historical sites is of the utmost importance.

5. Public transportation projects

Within the next five years, 8,000 new or renovated buses will be added to the city's public transportation system. By 2010, public transportation will account for 60 percent of all transportation. The average travel time from starting point to destination by public transportation will be a maximum of 30 minutes and waiting time will average less than five minutes.

By 2010, parking spaces in the city will increase to 1 million with 70 percent in residential areas.

The Guangzhou-Shenzhen section of Guangzhou-Shenzhen-Hong Kong special railway (2005-2010) will be built with a total length of 104.6 kilometers, including 36.6 kilometers inside Shenzhen.

The New Shenzhen Railway Station (2006-2009) in Longhua will cover an area of 1.5 million square meters with total investment of 2.1 billion yuan.

The west section of Shenzhen Metro Line 1 (2005-2010), from Window of the World to the Shenzhen airport, will total 23.4 kilometers in length with expected investment of 11.07 billion yuan.

Shenzhen Metro Line 2 (2007-2010), from Shekou wharf to Window of the World, will total 14.4 kilometers with expected investment of 5.59 billion yuan.

Shenzhen Metro Line 3 (2005-2010), from Hongling Road (Middle) to Longxing Street, will total 32.9 kilometers with expected investment of 10.8 billion yuan.

The north section of Shenzhen Metro Line 4 (2005-2010), from Children's Palace to Longhua Town center, will total 14.4 kilometers with expected investment of 5.59 billion yuan.

Shenzhen Railway Line 5 (2006-2010), from Shenzhen West Station to Tangkeng, will total 38.2 kilometers with expected investment of 5.15 billion yuan.


6.Green projects


Rebuilding or enlarging the scale of nine sewage factories, including Nanshan, Luofang, Binhe, Shekou, Hengling and Henggang; starting construction of 21 new sewage factories; gradually rebuilding the sewage system in 175 villages in the city and other residential areas; lengthening sewage pipelines by 720 kilometers.


Cleaning the city's main rivers and revamping the ecological environment of the rivers.


Building or rebuilding 416 garbage transfer stations, and building or rebuilding 280 public toilets; building 19 garbage-recycling facilities.


Building 15 green boulevards and 300 parks of different kinds to increase the total number of parks to more than 500. By 2010, the total green area in parks will reach 950,000 hectares and public green areas will cover 1,450,000 hectares.
