Governors, advisors brainstorm on Guangdong's sustainable development

Today (Nov 17th) the most important part of the GDICC 2005 plenary, the one-day closed-door conference, opened here in Guangzhou, in which Governor Huang Huahua, vice governors and the advisors are brainstorming on the key issues in the sustainable development of the province.

This brainstorm starts with Governor Huang's thematic address which emphasizes the great significance of sustainability to the province and the whole world, and is followed by discussions focusing on the province's long-term development in industry, ecology and human resources. Three vice governors briefs on the three topics respectively and initiates heat discussions among the advisors.

In his address, Huang Huahua said Guangdong was the pilot of China's reform and opening-up. It kept an average annual increase rate of 13.4% in the past 26 years. Guangdong has turned from a subsistence society to a moderately better-off society and has reached the same income level of medium income countries and regions.

However, Guangdong is now at the crucial stage of the social and economic transition, he said. The province may encounter more and more challenges to its economic development if it keeps relying on the extensive growth pattern. Factors such as growing pressure on resources and the environment, and acute restraint of technology and talent, are undermining Guangdong's capability of sustainable development.

He identifies six crucial tasks in seeking sustainability.

1. To transform the economic growth pattern so as to improve the quality and efficiency of the economic development.

2. To promote economic internationalization and fight the toughest battle in the reform process.

3. To accelerate the process of building Guangdong into a province with competitive edge in science, technology, education and talent, and to enhance the abilities for independent innovation.

4. To promote coordinated development between urban areas and rural areas and coordinated development between regions.

5. To forge ahead the harmonious development of the society.

6. To establish a green Guangdong.

Twelve advisors put forward a wide range of suggestions. For instance, Nokia advised the province to upgrade "made-in-Guangdong" manufacturing into "design-in-Guangdong" through combining the effort of those advanced enterprises and educational institutes. Siemens said they were willing to take effective measures to cooperate with Guangdong on transportation systems, water treatment system and environmental protection engineering sectors, and Kodak suggest the province to make a full use of the resources like education and R&D to formulate professional associations and societies for the mutual communication among the SMEs. Dr. Bianchi from the University of Ferrara, University of Ferrara, in his advisory report, introduced his in-depth explanation of "industrial policies", their relations with social policies, local productivities and the trend of globalizations.

Their advisory reports and the opinions they put forward in the conference would be studied by Guangdong government and some of them would be incorporate in the province's short and long-term policies, according to the Governor.
