Dongguan City abolished its Internet cafe ban on Tuesday (September 20), and started accepting net cafe license applications. Related departments announced that they will grant 400 licenses. According to internet cafe management regulations, the licenses are for a single cafe or chain shops. The regulations stipulate that net cafe owners must have a 1 million RMB registration fund, and provide between 150 and 230 computers, and the cafe area must range in size from between 460 to 700 square meters. Investors wanting to start net cafe chains with 2 or more cafe's must possess more than 10 million RMB in registration funds. The license is valid for 5 years. The new regulations have already attracted many investors, especially from Hong Kong.
