Zhanjiang's Government Work Report this year expressly noted that efforts should be made to improve Haixi's development quality, highlight the functions of science and education, transport, ecology and livability, and accelerate the construction of "Xicheng New Area".

With a land area of 250.02 square kilometers, Xicheng New Area stretches from Zhanjiang Boulevard (Haixi Expressway planned) in the east to the administrative boundary of Mazhang District in the west and from the seashore in the south to Provincial Highway 374 in the north. The project involves construction of Huguang Town, Huguang Farm, Guangdong Ocean University, Zhanjiang South Subtropical Botanic Garden, Huguangyan Resort, etc. Xicheng New Area is positioned as west Guangdong's major traffic hub and tourist destination, Zhanjiang's city sub-center with business logistics and science & education innovation as core functions, as well as an eco-livable town in the west of downtown Zhanjiang.

The roads in the planned area are graded as expressway, trunk road, sub-trunk road and branch. The expressways include Huguang Expressway-Liuxiu Boulevard, Farm Boulevard-Huguang Boulevard, Xicheng Boulevard, Xinhu Boulevard and Xinggang Boulevard.

Spatial structure of the planned green land system: build three "ecological green corridors" penetrating into the central downtown with Sanling Mountain as the green core, build protected greenbelts along key traffic corridors such as high-speed railway, railway, urban expressway and urban trunk road, and build urban parks and squares inside functional groups. The green core, ecological green corridors, protected greenbelts, parks and squares will constitute a well-leveled green network system of the planned area combining points, lines and planes.
