Act ensures Zhuhai to be a urbane city

The Beautiful Zhuhai Act 2013-17 states that Zhuhai will have become a National Civilised City by next year. The legislation also calls for the city to be a domestically first-grade intelligent place by 2015, and a National Ecological Civilisation Demo City by 2016.

Targeting itself as an urban model for the Beautiful China Initiative by 2017, Zhuhai is positioned to be a new special zone for ecological civilisation and a demonstration city of scientific development.

According to the act, the city will build its urban image in terms of ecological environment, urban and rural living as well as in landscaping. It will improve urban functions through service guarantees, intensive development and intelligent city programmes. Furthermore, it will intensify urban behaviour through cultural heritage, special zone civilisation and environmental protection promotion programmes.

Nine programmes will be implemented to upgrade urban space. The Ecological Environment Programme will reinforce environmental protection, strengthen urban and rural environmental governance and improve the environment monitoring system with forest coverage reaching 30.1 percent, quality of centralised drinking water sources 100 percent up to standards, 100 percent of bare hills restored and 100 percent coverage of an environmental monitoring system by the end of 2015.

The Urban & Rural Living Programme will innovate the planning system, optimise urban space and promote the Happy-Village Living initiative.

The Landscaping Programme will enhance urban and rural landscaping quality and improve the garbage treatment level with 183.2km ecological landscaping forest belt by 2015 and per capita park green land area about 16.32sqm by 2017.

The Service Guarantee Programme will further equalise basic public services, balance urban and rural construction, and improve the green transport network with all existing fuel-powered buses converted to LNG, electric and other green-energy engines, operation of 300 new electric taxies, and coverage of indemnificatory (welfare) housing reaching 20 percent by 2015.

The Intensive Development Programme will develop "three high-one characterised" (high-end service, high- end manufacturing, hi-tech industry, characterised marine economy and eco-agriculture) industries and intensify energy conservation and consumption reduction with 100 percent of new industrial projects settled in industrial zones and 40+ percent of new buildings meeting the standards of green architecture by 2017.

The Intelligent City Programme will ensure construction of an information data bank and comprehensive service platform, e-watergate at the Gaolan International Shipping Container Terminal by the end of 2013 and application of the port and ship data exchange centre spread to the entire Gaolan Port.

The Cultural Heritage Programme will strengthen historical and cultural protection and make the city a venue for public art.

The Special Zone Civilisation Programme will intensify ecological civilisation awareness, upgrade public behaviour and advocate green consumption patterns.

Finally, the Environmental Protection Promotion Programme will improve the relevant information opening system, officials' track record evaluation system and ecological compensation mechanism.
