Shenzhen will upgrade 18 old folks’ homes and build day-care centers to combat bed shortages as the city’s population ages.

At present, 18 government-funded old folks’ homes provide 4,597 beds, leaving a shortage of 1,600 beds if 4 percent of elderly people with permanent Shenzhen residency need to be treated.

“Compared with other first-tier cities, Shenzhen’s construction of institutions for the elderly is lagging behind,” Du Peng, chief of Shenzhen Municipal Civil Affairs Bureau, said at a meeting.

“By the end of 2015, Shenzhen will double the number of beds by building more old folks’ homes and ensuring there will be 40 beds per 1,000 elderly residents,” Du said.

The bureau will build 100 community service centers this year, providing multiple services such as day-care for the elderly and children, re-employment training, family dispute co-ordination in the neighborhoods, the meeting said.

Each community service center is no less than 400 square meters in size with a team of at least six social workers and the government could purchase the services from social organizations.

The city now has 1,800 registered social workers at 55 social service institutions.

The city will build 700 community service centers and the number of social workers will increase to 6,000 by the end of 2015.
