Guangdong has recovered 1.06 billion yuan (US$110 million) in back wages in the past 10 months, the largest amount in provincial history.
It proved the city's new measures to tackle long delayed wage payments effective and fruitful, the city's labor bureau said.
Labor authorities said district labor departments sent groups to conduct face-to-face talks with enterprises before salary payments were delayed.
An online system to recover back pay launched Tianhe District in Guangzhou last July helped recover 11 million yuan for employees in the district last year. The system is in use all over the city, monitoring enterprises likely to delay wage payments.
A total of 5,000 supervisors make regular checks of enterprises to see whether wages are being paid on time.
A Guangzhou Daily report said that in the community close to Guangzhou Railway Station, which was home to more than 10,000 businesses with tens of thousands of employees, there had been no cases of delayed wages since March until now.
Guangdong has promised to recover all delayed payments for workers in the construction sector by the end of this year. These delayed wages have soared to 1.1 billion yuan.
A new rule on employee payments has been submitted to the provincial people's congress for approval and is expected to take effect at the end of this year.
