“All are equal before the law and Guangdong protects the legitimate rights and interests of foreign nationals in Guangdong, and treats them equally to Chinese residents in the province”, said Yang Rihua, Executive Deputy Director-general of the Guangdong Provincial Public Security Department, at the 53rd press conference of Guangdong’s fighting against COVID-19 on April 12.

According to Yang, Guangdong is a province that sees a large number of entry & exits of Chinese nationals and foreigners. “In 2019, Guangdong had witnessed 7.26 million entries and 7.36 million exits by foreigners.”

As of April 11th, 2020, there are 117,000 foreign residents in Guangdong, including 60,800 from other Asian countries, 28,900 from North and South America, 15,700 from Europe, 6,700 from Africa and 4,700 from Oceania.

Yang emphasized that foreigners in Guangdong should keep their passports or other international travel documents or residence permits with them at all times and be willing to submit to inspection from public security departments.

If an expat refuses the above inspection, the police will give a warning in accordance with the provisions of Article 76 of "The Exit and Entry Administration Law" and may impose a fine of less than 2,000 yuan.

During this period of epidemic control, expats must submit themselves to COVID-19 inspection, sample collection, isolation treatment and other measures, otherwise face punishment according to the law. In addition, for those who violate Chinese laws and regulations, the public security department may cancel or confiscate documentation, or require that the individual leave the country within a certain period of time according to the severity of their behaviour.

Duan Yufei, Director-General of the Guangdong Health Commission, said of the 183 imported cases by April 11th, 9 cases are from Nigeria, 3 are from Angola, Brazil, France, and the UK respectively, 2 are from Guinea, the Niger, and the Democratic Republic of Congo, the United States, Australia respectively, 1 case each from Madagascar, Sierra Leone, Ethiopia, Burkina Faso, Russia, Vietnam, Colombia, Netherlands and Syria respectively.

Furthermore, the province reported 16 cases of close contact, 10 of whom are Chinese nationals, and 6 of foreign nationality.
