On February 4th, Guangdong issued guidance on the emergency law enforcement as the province battles the novel coronavirus epidemic.
According to the guidance, people who conceal their previous stays in epidemic-stricken areas or are fully aware of themselves being a suspected or confirmed case of the novel coronavirus-related pneumonia and do not report the situation nor go to see a doctor will be held responsible. If the act or omission constitutes a crime, criminal responsibility will be investigated in accordance with the law.
People who need to be treated in isolation or placed under medical observation and refuse to cooperate will be made to do so by the public security organization according to law.
