Maximum fines for unleashed dogs set at 10,000 RMB

The Standing Committee of the Guangzhou People's Congress issued a draft amendment on the regulation of raising dogs on October 10, in order to specify new rules for dog owners.

The Standing Committee of the Guangzhou People's Congress issued a draft amendment on the regulation of raising dogs on October 10, in order to specify new rules for dog owners. The draft resolution is currently open to public opinion.

This draft doesn’t include any changes in the amounts of the management fee for dogs. According to the draft, dog owners should pay management fees of 500 RMB per dog for the first year, and pay 300 RMB from the second year. The municipal government can adjust the fee pending future changes.

In addition, owners who do not follow relevant regulations and laws could face punishments. For dog owners who have their dogs unleashed, or violate other provisions of the new regulation, or commit acts that lead to harming others, public security officials can confiscate the dogs and impose a fine of 10,000 RMB on the owner.

For unregistered dogs, public security officials will supervise registration and charge 5,000 RMB per dog for companies and 2,000 RMB per dog for individuals. Public security officials can also confiscate dogs if the owners refuse to register.

The new regulation stipulates that a household can only keep one dog. Moreover, dog owners should handle new born puppies within three months after birth. For exceeding the per household dog limit, public security officials can confiscate dogs and impose a fine of 2,000 RMB per dog.

Property management companies are also responsible for managing dog ownership by recording the number of households with dogs and filing regular reports to security officials. Failure to comply with regulations can lead to fines from 2,000 to 5,000RMB.
