全球每4台智能手机就有1台产自东莞,规模以上工业企业超1万家……9月3日,“活力湾区 世界共享”东南亚主流网络媒体湾区行联合采访团第二站来到东莞,先后走访了东莞港、中国散裂中子源、松山湖国际机器人产业基地、拓斯达科技股份有限公司等地。

One in four smartphones in the world are made in Dongguan. Over 10,000 enterprises with annual revenue of RMB 20 million or more are located in the city. This city, benefiting from its well-developed manufacturing industry and open economy, serves as a window-for the world onto Guangdong and China.

According to the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area released in 2019, the Greater Bay Area will “develop a globally influential and competitive cluster of world-class high-end manufacturing industries, such as electronic communications, on the east bank of the Pearl River with Shenzhen and Dongguan as its core.”

On September 3rd, journalists participating in the Southeast Asian Media Greater Bay Area Tour began their visit of Dongguan, gaining insight into the manufacturing upgrade, reform and development of the city through visits to the Dongguan Port, China Spallation Neutron Source (CSNS), Songshan Lake Xbot Park and Topstar Technology Co., Ltd.

When the journalists arrived at the Dongguan Port after a heavy rain, containers are being loaded and unloaded, ships berthing and setting sail, all in good order.

A staff member told the reporters that Dongguan Port is one of the top 40 world ports, its container throughput reached 3,560,000 TEUs and cargo handling capacity 164 million tons in 2018. Right behind the port is the Dongguan Bonded Logistics Center, the only center in Dongguan that enjoys distinctive policies at national level and serves over 3,500 enterprises in the city every year.

Now Dongguan Port has opened ship routes to major ports in the coastal regions of China, such as Dalian, Tianjin, Liangyungang, Shanghai and Fujian province, as well as to Vietnam. More new sea routes to Southeast Asian countries will be opened in the future.

According to the head of Dongguan Port, the volume of Dongguan’s imports and exports to the countries and regions along the Belt and Road has reached 138.16 billion RMB in the first half of this year, up 20.8%, and to ASEAN, Dongguan’s biggest trade partner, 83.7 billion RMB, up 22.8%.

CSNS facilitates industrial upgrade in the GBA

CSNS, a large scientific facility, is located in Dalang, a town in Dongguan. On first glance it appears to be little more than several buildings surrounded by litchi trees. Going down 17 meters underground, however, you will see the source composed of an 80 MeV Hˉ linac, a 1.6 GeV rapid cycling synchrotron (RCS) and a target station with three initial instruments used for neutron scattering research.

Liu Chen, office director of Dongguan Neutron Science Center, gave a detailed explanation of the working principle to the journalists. Ms. TAN Dawn Wei, China Bureau Chief of The Straits Times, said this was an eye-opening trip for her. TAN pointed out that Singapore and the Greater Bay Area can enhance exchange and cooperation in the field of scientific and technological innovation.

August 23rd marked the CSNS’s first anniversary of being put into operation. Billed as a “super microscope”, the CSNS was jointly built by the Chinese Academy of Sciences and Guangdong provincial government, making China the fourth spallation neutron source in the world.

Robotics industry expands its presence in Southeast Asian

In Topstar’s laboratory, a 7-axis collaborative robot demonstrated a range of motion similar to a human arm. An engineer controlled it to complete multiple tasks, such as going up, down and backwards. Due to its ability to learn on the fly, it performed all movements in one go. Journalists from Southeast Asia were impressed with the demonstration.

The journalists also visited the beautiful Songshan Lake Xbot Park, a global startup incubator focusing on robotics and smart hardware.

At the park, the journalists’ attention was drawn by a Narwel’s cleaning robot which is capable of sweeping, mopping, and washing the mop, no help needed, being the first of its kind in the world. According to Narwel’ head, the company’s robot products have been sold to many countries and regions around the world, including the Southeast Asian ones. Narwel has signed an agent in Singapore where its physical store Funan Mall will start business in November.

A total of 53 startups and 32 startup teams moved into the Xbot Park, and 27 teams have turned into viable businesses. The gross output is now worth over $1.9 billion. Furthermore, Songshan Lake’s natural environment provides teams with excellent conditions for work and life, and the robotics industry is boosting growth in the new city.

Ms. HAN Yonghong, Vice Editor Chief of Lianhe Zaobao, said made-in-Dongguan products are very popular in Singapore. She suggests that the two regions should enhance cooperation and exchange of universities and scientific research enterprises to increase hi-tech innovation capacity.

Smart manufacturing, represented by Topstar and Narwel, along with new materials and new energy has emerged as a top 10 pillar industry in Dongguan. In 2018 Dongguan funded 16 projects for facilitating strong growth in smart manufacturing.

Binhai Bay New District provides a new opportunity for international collaboration

Last month, the Deepening Overall Reform Commission under the Guangdong Provincial Party Committee approved the establishment of a pilot area exploring supply side reform innovation in the manufacturing industry in Guangdong; it is the first of its kind in Guangdong.

In June 2019, the Guangdong Provincial Development and Reform Commission released the Overall Development Plan for the Binhai Bay New District in Dongguan (2019-2035), the first development plan for a provincial-level new district approved by Guangdong government since the release of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area.

A map in the Launch Area of Binhai Bay New District shows that the new area is to be located 20 kilometers west of Nansha, the sub-center of Guangzhou. The two districts are located on both sides of Shiziyang channel. It is 50 kilometers southeast of Bao’an and Qianhai, pivotal in Shenzhen’s strategy of joining forces with areas in western Guangdong.

For Southeast Asian countries, it may present a precious opportunity. The greatest advantages of the Binhai Bay New District include strong industrial foundation and well-developed supporting facilities, such as smart terminals and metal molding in Chang’a and clothing and electronic information in Humen as well as supply chain and exhibition economies. These dominant industries will ultimately turn into elements of smart manufacturing and artificial intelligence. For example, benefiting from its leading costuming industry, Humen will most likely become a hub of industrial design.

全球每4台智能手机就有1台产自东莞,规模以上工业企业超1万家……东莞拥有雄厚的制造业基础。《粤港澳大湾区发展规划纲要》提出,以深圳、东莞为核心在珠江东岸打造具有全球影响力和竞争力的电子信息等世界级先进制造业产业集群。一场推动传统制造业转型升级的鲜活实践在东莞这片土地上如火如荼地开展。 

9月3日,“活力湾区 世界共享”东南亚主流网络媒体湾区行联合采访团第二站来到东莞,先后走访了东莞港、中国散裂中子源、松山湖国际机器人产业基地、拓斯达科技股份有限公司等地,深度观察这座城市制造业转型升级、科技创新的“活样本”。

东莞港搭建莞货莞出、联通世界的水上通道

当采访团来到东莞港时,虽然刚刚下过一场疾雨,但港口依然是一片繁忙的景象。来往船舶络绎不绝,集装箱的装卸工作井然有序地进行着。东莞港国际集装箱码头的工作人员表示,东莞港为世界40强港口,2018年完成集装箱吞吐量356万标箱,货物吞吐量1.64亿吨。港口后方的东莞保税物流中心是东莞市首个享有国家级特殊政策的园区,每年服务超过3500家东莞制造企业。

“目前东莞港的内贸航线覆盖了全国沿海的主要港口,包括大连、天津、连云港、上海、福建等,外贸方面,,已开通了至越南的航线,尤其对东南亚地区直航航线,东莞港正在加紧推进,届时将更紧密地加强与‘一带一路’沿线国家和地区的联系。”

据东莞港负责人介绍,东莞对“一带一路”沿线国家和地区进出口快速增长,上半年,东莞对“一带一路”沿线国家和地区进出口达1381.6亿元,增长20.8%,高出同期东莞外贸整体增幅14个百分点。东盟作为东莞最大的贸易伙伴,今年上半年东莞对东盟进出口贸易额高达837亿元,增长22.8%。

湾区时代的东莞港,加快打造“一带一路”重要节点港和粤港澳大湾区关键货运支撑港,为东莞建设“全球先进制造业中心”搭建莞货莞出、联通世界的便捷水上通道。

“国之重器”撬动湾区产业升级科技创新

小粒子成就大世界。在东莞市大朗镇一片郁郁葱葱的荔枝林里,坐落着我国重点建设的大科学装置——中国散裂中子源(CSNS)。乍看只是几栋银灰色的建筑物,只有深入地下17米处的CSNS加速器隧道,才得以窥见这个“庞然大物”的真面目——1台8000万电子伏特的直线加速器、1台16亿电子伏特的快循环同步加速器、1个靶站,以及一期3台供科学实验用的中子散射谱仪等。

中国散裂中子源是国家“十一五”期间重点建设的十二大科学装置之首,它使我国成为继英国、美国和日本之后的世界上第四个拥有脉冲式散裂中子源的国家。针对它的工作原理,东莞中子科学中心办公室主任刘忱在现场为采访团的记者们做了详解。“物质结构决定了物质性质,散裂中子源就像超级显微镜,是研究物质微观结构的理想探针。金属疲劳、可燃冰、磁性材料、化学反应催化剂的原位研究等,都必须使用散裂中子源。‘空中巨无霸’空客A380机翼的铆接工艺就是在散裂中子源上试验不同的焊接和铆接方法得到最优化的工艺。其工作原理是将质子加速到16亿电子伏特,速度相当于0.9倍光速,把质子束当成‘子弹’,去轰击原子系数很高的重金属靶。金属靶的原子核被撞击产生中子,射向样品。科学家通过围绕样品的谱仪‘收集’被散射的中子,就可以获得样品物质结构的信息。”

在工作人员的介绍下,采访团成员们听得津津有味,来自新加坡海峡时报记者陈丹薇表示,此次参观中国散裂中子源让她眼界大开。她说:“目前,粤港澳大湾区正全面推进科技、文化、民生等多个领域共同发展,相信包括新加坡在内的东南亚国家和地区也都对此抱有期待,希望能有机会进行互动合作。以中国散裂中子源为例,新加坡也有许多基础科学的项目和经费支持,我觉得双方可以在科技创新这方面加强沟通、互相学习,在实现科学技术创新发展的同时,为更多领域的合作奠定坚实基础。”

据了解,8月23月,这个有“超级显微镜”之称的“国之重器”迎来了顺利运行一周年纪念日。它将成为正在建设的粤港澳大湾区国际科技创新中心的核心单元,为粤港澳大湾区科技发展和产业升级作出重大贡献。

机器人产业蓬勃发展辐射东南亚

在东莞松山湖国际机器人产业基地,云鲸的拖地机器人吸引了采访团的目光。

《粤港澳大湾区发展规划纲要》提出建设国际科技创新中心 。在不断突破创新、实现产业升级的“东莞图鉴”上,拓斯达科技股份有限公司和松山湖国际机器人产业基地画上了浓墨重彩的一笔。

在拓斯达的实验室里,新型七轴协作机器人像人手一样柔顺灵活,在工程师的牵引下,随意完成升降、翻转等一系列复杂动作后,还能依托记忆学习,将全套动作一丝不差地再现出来,在场的记者们都对此啧啧称奇。

场景跳到风景优美的松山湖国际机器人产业基地,一个会拖地、会扫地、还会自己洗拖布的机器人吸引了采访团的目光。这款来自云鲸的拖地机器人通体呈白色,自带容量5L的水箱,可扫描房间地图、自动设定打扫策略,是全世界第一款整个打扫过程不需要人参与的智能机器人。据云鲸负责人介绍,公司的产品已经销往东南亚、美国、欧洲等多个国家和地区,尤其是东南亚市场,潜力巨大。目前,云鲸已经签约了新加坡市场代理商,今年11月在新加坡Funan Mall的线下实体店将正式开业。

松山湖国际机器人产业基地通过连结内地、香港及全球高校、研究所、企业、上下游供应商等资源,打造完整机器人生态——“基地+基金”模式,现已孵化了包括云鲸在内超过50家机器人及智能硬件团队。

参观结束后,在接受当地媒体采访时,来自新加坡联合早报的记者韩咏红表示:“对新加坡人来说,东莞并不是一个很熟悉的地方,但是我们生活中其实有很多东西都是来自东莞的,‘东莞制造’在新加坡已经随处可见。因此,我认为还要继续加强两地在贸易方面的投资合作。”同时,她建议可以通过加强两地高校间的合作交流提高科技创新能力,特别是可以从加强新加坡和广东的高校及东莞科研企业之间的合作入手,搭建起行之有效的桥梁,探索出一条更宽、更广、更完善的合作之路。

作为东莞创新发展主引擎,松山湖正紧抓重大历史发展机遇,加速机器人产业生态圈迭代升级,跑出湾区产业创新加速度。而与松山湖相隔约20公里的东莞滨海湾新区也正迎来重大历史时刻:今年6月,省发改委正式印发《东莞滨海湾新区发展总体规划(2019-2035年)》。这是《粤港澳大湾区发展规划纲要》正式发布以来,广东省政府审议通过的首个省级新区的发展规划。这意味着,在广深科创走廊的“十核”中,东莞除松山湖之外又添“一核”,正式进入“双核时代”,这也必将为广东和东南亚地区合作发展带来新机遇。
