In order to promote personnel exchange and economic development in the Guangdong-Hong Kong-Macao Greater Bay Area, Guangdong, Hong Kong and Macao will launch new measures to relax the application requirements for cross-border vehicles from April 15th.

In terms of investment requirements, the commercial vehicle quota of overseas enterprises (including Hong Kong, Macao and Taiwan) depends on their taxable revenue in Guangdong over the past year. The measures state:

1.Enterprises paying tax of at least 150 thousand yuan RMB in Guangdong over the past year can apply for one vehicle;

2.Enterprises paying tax of at least 500 thousand yuan RMB in Guangdong over the past year can apply for two vehicles;

3.Enterprises paying tax of at least 1 million yuan RMB in Guangdong over the past year can apply for three vehicles;

4.With every additional taxable amount of 1 million yuan RMB in Guangdong in the past year, enterprises can apply for one more vehicle, up to a total of 15 vehicles at most;

5.Guangdong enterprises with a tax amount of at least 1 million yuan RMB, can apply for one vehicle to drive across to Hong Kong.

Foreign expert ‘talent’, academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering working in Hong Kong, current vice-chancellors of the universities in Hong Kong and Macao, and Hong Kong, Taiwan or foreign holders of Guangdong Superior Talent Cards can all apply for one vehicle.

Furthermore donation requirements have been relaxed. Individuals with charitable contributions amounting to an accumulative sum of 3 million yuan or more and social organizations with an total sum of 10 million yuan or more can apply for one vehicle.

Applications accepted or approved before April 15th shall be processed in accordance with the previous regulations.
