The provincial government put people's livelihood top of their work chart. And the whole province overcame the hard times of SARS, bird flu and several hurricanes as the public health system and crisis management were improved. Both rural and urban residents saw their income increased. 

Part II: People

Public health: The provincial government attached great importance to the well-being and health of the people.  The Party leaders joined the people fighting against SARS in 2003.

Income increased:
