China will strengthen its law-enforcement sector in a comprehensive way, so as to better implement the national policy of "Rule by Law," provide social fairness and justice, make the public feel safer and improve social harmony and stability.
Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, made this comment at a national conference on political and legislative work, which was held in Beijing from Dec. 24-25.

The senior Party official urged law-enforcement departments to uphold the great banner of Socialism with Chinese Characteristics, be guided by Deng Xiaoping Theory and the important thoughts of the "Three Represents," which say the CPC represents the most advanced productivity and culture in China, as well as the best interests of the overwhelming majority of the Chinese people, and further implement the Scientific Concept of Development.
In his speech, Zhou called for serious study and implementation of the instructions made by Chinese President and CPC Central Committee General Secretary Hu Jintao when he met the participants during the conference. Hu summarized China's experience with law enforcement during the past five years and pointed out future tasks for law enforcement officials.
Zhou urged law enforcement departments to pay greater attention to the problems and contradictions aroused by matters closely related to the life of the people, in an effort to build up a harmonious society.
He called for vigilance and close observation of splittist activities, infiltration and sabotage, to safeguard state security in a substantial way. Efforts should be made to further improve the entire quality of Chinese law enforcement, he said.
The Party's leadership over political and legislative work should be further improved and strengthened, he stressed.
Also present at the conference were members of the Political and Legislative Affairs Committee: Xiao Yang, Jia Chunwang, Meng Jianzhu, Wang Shengjun, Sun Zhongtong, Wu Aiying, and Geng Huichang.
