China vows to make positive contributions to world's energy security

China will maintain its sustainable energy development and make positive contributions to global energy security, says a white paper published on Wednesday by the Information Office of the State Council.

"China did not, does not and will not pose any threat to the world's energy security," says the white paper, titled "China's Energy Conditions and Policies".

Although China's energy consumption is growing rapidly, the white paper says, its per-capita energy consumption level is still low -- only about three-fourths of the world average. China's per-capita oil consumption accounts for only half of the world average, and per-capita oil imports are 25 percent of the world average, far below the level of the developed countries.

The paper says China's energy development has not only satisfied its own needs for economic and social progress but also brought opportunities and tremendous space for development to the rest of the world.

China works sincerely and pragmatically with international energy organizations and other countries on the principles of equality, mutual benefit and win-win to expand the fields of international cooperation and safeguard international energy security and stability, it says.

The paper says China has forged increasingly closer ties with the outside world in the field of energy. "It is a long and arduous task to use sustainable energy development to support sustainable economic and social advancement."

China has shouldered a wide range of international obligations and also played an active and constructive role in terms of international cooperation in the field of energy, the white paper says.
