In order to implement and fulfill the spirit of 2007 No. 1 Document issued by the Party Central Committee, MOFCOM delivered a circular on doing a better job in Project of Rural Retailing Development in 2007 recently and deploys completely the work in 2007.

MOFCOM will, on the basis of two years of experiment, boost the project in China's counties and towns with qualified situation, in accordance with the principle of boosting the project in counties and towns, expanding coverage in villages. The work aim of 2007 is to set up 100,000 rural chain stores, totaling build up 250,000 by the end of 2007 which cover 75% of China's counties and towns, so as to accomplish three years work of the project.

In order to ensure smooth fulfillment of the aim, MOFCOM develops work centers closely on the project development quality and developing capacity of rural stores. 1, Set up perfect quality control system so as to guarantee quality development. We should carry out all regulations strictly, strengthen monitor supervision, utilize classified management and set up quit system.
2, Create favorable politic environment, enhance capacity of rural stores to take root in countryside and keep on developing. We should try our best to eliminate all politic barriers, lighten tax burden of rural stores, keep enlarging commodity and service, and improve running efficiency.

After opening of the experimental county and town, MOFCOM further gives predominance to the supervision and management of undertaken enterprises, improve the entrance qualification, and make clear regulations on register assessment, total asset, annual sales, distribution acreage and running time of the enterprises. Enterprises reached the qualification become undertaken enterprises of the project after examination, and they shall build up or reconstruct rural stores and distribution centers and boost rural retailing distribution development according to MOFCOM's unified regulation and requirement. Through the strict entrance of enterprises, project development quality is guaranteed from the origin.

In 2007, in order to efficiently boost modernization of rural distribution and fully exert predominance of logistic enterprises, the third party, in distribution, MOFCOM will vigorously guide them to participate in the project, cooperate with undertaken enterprises, jointly better undertake the distribution, raise distributing rate and ensure fine quality and cheap price of commodities in rural area.

MOFCOM will enhance management of mark in 2007. Without examination, undertaken enterprises cannot use the characters and relevant design of Project of Rural Retailing Development and MOFCOM. Marks should immediately recollect from the enterprises and rural stores which are abolished its qualification. The enterprise which does not undertake the project and embezzles the mark and design should be checked strictly by department of industry and commerce.
