Zhou Qiang | Zhou Qiang, 46, first secretary of the Communist Youth League, was named deputy Party chief of Hunan province, reports the Changsha-based Rednet.
The Youth League is the party's "helping hand and reserve army" and boasts 71.9 million members.
It was not immediately clear if Hunan's former provincial governor, Zhou Bohua, would be given a new job.
Zhang Chunxian, former Minister of Communications, was appointed secretary of the Hunan Provincial Committee of the Communist Party of China in late 2005.
