China will spare no efforts to fulfill its international obligations on nuclear non-proliferation and enhance international cooperation in the peaceful use of nuclear energy, Jin Zhuanglong, deputy director of the Commission of Science, Technology and Industry for National Defense, said yesterday.
Jin told a commission session that China will promote cooperation with other countries and organizations, including the International Atomic Energy Agency, the UN's nuclear watchdog.
Jin said China will introduce advanced technologies for large pressurized-water reactors, spent fuel reprocessing facilities, high-temperature gas-cooled reactors, uranium mining and nuclear security and take an active part in international research on nuclear fusion reactors.
China will also strengthen controls by establishing a nuclear exporter qualification scrutiny system.
Jin said China will set up a training center for nuclear safeguards supervision and nuclear security in the Asia-Pacific region and develop its domestic program by building experts and support teams.
Global pacts
China has signed 70 international agreements promoting cooperation in the peaceful use of nuclear energy, Jin said.
The country joined the Nuclear Suppliers Group in 2004, a major step in its campaign to participate in international non-proliferation efforts.
Jin said China has continued to deepen nuclear cooperation with Russia and established regular meeting mechanisms at the ministerial and other levels with France, the Republic of Korea and Japan.
The first phase of the Chashma Nuclear Power Plant in Pakistan, a cooperative project between the two countries, has been completed and put into operation on schedule, and the second phase is now being built.
The Commission of Science, Technology and Industry for National Defense is mainly responsible for researching and drafting guidelines, policies and laws in its area of responsibility.
It is also charged with the organization and management of all international cooperation and exchanges and overseeing matters relating to bilateral and multilateral international cooperation in science, technology and industry for national defense.
