The Political Bureau of the Central Committee of the Communist Party of China (CPC) held a meeting on February 21 to discuss the State Council' s draft government work report to be delivered to the upcoming Third Session of the Tenth National People' s Congress (NPC) for consideration. CPC secretary-general Hu Jintao chaired the meeting.

It was pointed out at the meeting that in 2004, the Party and the people of all our ethnic groups, holding high the great banners of Deng Xiaoping Theory and the important thought of Three Represents, united in endeavors and innovations and achieved encouraging and significant achievements in the socialist modernization drive. Marked effects were realized through strengthening and improving the macro-control and a stable and rapid development has been maintained in the economy, the nation' s comprehensive strength has been further strengthened; important progress was made in reform and a new breakthrough made in opening-up to the outside world; the development of social undertakings was accelerated and the people' s living conditions were further improved, society maintained stability. China made a solid step forward in its journey of building a well-off society in an all-round way. The State Council and the governments at all levels seriously performed their duties through a great amount of arduous, painstaking and fruitful work.

According to the meeting, since the year of 2005 is crucial in realizing the goals set for the Tenth Five-Year Plan Period (22001-2005) and in paving the way for the Eleventh Five-Year Plan Period (2006-2010), so it is very important for the work of all the aspects to be well done.

It was stressed at the meeting that the Party committees and governments at all levels should abide by the requirements by the CPC Central Committee, stick to the guidance of Deng Xiaoping Theory and the important thought of Three Represents, seriously carry out the guiding principles of the Party's Sixteenth National Congress and the third and fourth plenary sessions of its Sixteenth Central Committee, do well the work for development, which is the top task for the governance of the Party and for the rejuvenation of the nation. The leaders should pay close attention to solving the acute problems and conflicts in reform, development and stability, make efforts to promote the comprehensive development of socialist material, political and spiritual civilizations, as well as the construction of a harmonious society.

The leaders should strengthen and improve macro-control, implement sound fiscal and monetary policies, further eliminate the unstable and unhealthy factors in the economic operation to keep a stable and rapid economic development;

-- boost the work concerning agriculture, rural areas and farmers, stabilize, improve and strengthen the supportive policy for agriculture, continue the adjustment in agricultural and rural economic structure, speed up scientific and technological innovation and the promotion of technology, transfer through multiple ways the redundant labors in rural areas and promote the increase of grain output and the incomes of farmers;

-- promote the adjustment of economic structure and the transformation of the means of growth, boost the optimization and upgrading of industrial structure, promote the enterprises' technological renovation and restructuring, strengthen the saving and rational use of energy resources and other resources and actively push forward regional coordinated development.

-- further boost reform in economic system and opening-up to the outside world, deepen reform in State-owned enterprises, encourage, support and guide the non-public sectors of the economy, accelerate reform in financial system, push forward reform in the taxation and investment systems;

-- further promote building a socialist harmonious society, vigorously develop various social undertakings, further improve employment, reemployment and social security, exert great efforts in caring the people, especially those needy, correctly handle the relations between reform, development and stability to ensure the peace and security for the people and social stability and unity.
