The Guangzhou Quality Supervision Bureau published a contingency plan on March 17 for food safety accidents during the Asian Games. Under the plan, in the event of potential or actual fatality arising from food poisoning, a "Level 1 emergency state" will be declared.

In the "Level 1 emergency state", the manufacturer will be ordered to track down all affected food for destruction, and the municipal government will be notified; government agencies will take immediate action to track down all affected food and inspect the facilities of all food makers. Food with suspicious quality will be immediately sealed off for testing. And unscrupulous food makers will be prosecuted, and the public will be notified of the situation. Members of the public will also be mobilized to stop the further distribution and misuse of the affected food. The quality supervision bureau will set up a 24-hour complaints office, and the Guangzhou Quality Inspection Institute will provide 24-hour food sample testing service as well.
