Guangzhou mayor Zhang Guangning convened an executive conference of the municipal government on the afternoon of February 25. The conference deliberated and adopted the city's legislation plan for 2010. Under the plan, garbage sorting, green building management, quality and safety supervision for live pigs and their products, and car park management will be legislated this year.

The year's legislation will focus on hot issues and thorny issues in city administration. Administrative provisions for garbage sorting will be drawn up in a bid to reduce garbage and convert it into resource. Moreover, administrative provisions for green building management will also be formulated to promote green buildings. Furthermore, the Regulations on the Disposal of Construction Debris will be amended to strengthen the management of the city's appearance and environment.

In view of the shortages of car parks, administrative regulations on car parks will be officially drawn up this year to strengthen the planning and construction of car parks and the management of car parks. Administrative provisions will also be formulated to strengthen the audit of government investment projects. Moreover, detailed rules will be drawn up for integrated urban administration and enforcement in order to facilitate the reform of government functions.
