The central government of China has maintained regular contact with the Dalai Lama and the door of communication will not be closed up in the future, according to Qiangba Punco, chairman of the Tibet autonomous regional government.
He also voiced his hope before the close of the National People's Congress annual session that the Dalai Lama will take stock of the situation and "do things beneficial to the Tibetan people."
For many years, the Chinese central government has made great efforts and showed sincerity to help facilitate negotiations, Qiangba Punco told Xinhua in an exclusive interview in Beijing.
But the talks between the two sides have not achieved results. The responsibility for this totally rests with the Dalai Lama side for their failure to truly recognize the situation, Qiangba Punco said.
If the West nations really care for the Dalai Lama, they should try to persuade him to size up the situation, drop any fancies and do things which benefit the Tibetan people, he said.
When the private delegate of the Dalai Lama returned to China for the first time in 1979, late senior Chinese leader Deng Xiaoping met with the delegate and pointed out that the fundamental problem was that Tibet is part of China and this should be universally applicable when judging whether things are right or wrong.
Since then, the central government has allowed the delegates of the Dalai Lama to return many times for further discussions, he said. The second eldest brother of the Dalai Lama alone has returned to China more than ten times, he added.
Judging from the communication between the central government and the Dalai Lama, it is obvious that although the Dalai Lama has been changing his tactics, he has not changed his "Tibet independence" stance and his efforts to split the motherland, Qiangba Punco said.
Qiangba Punco acknowledged that the Dalai Lama has been adjusting strategies and created international public opinions in the name of negotiations. When he regarded the international and domestic situations as favorable, he suspended negotiations but, when they found the situation against them, they asked for negotiations. The Dalai Lama did not abandon his activities to split the country even when he was asking for contact with the central government.
Tibet has achieved stable social order and remarkable economic growth in the past 17 years and the Tibetan people have been enjoying a peaceful and happy life, which is hard earned, he said.
Social turmoil is a "hazard" whereas stability is a "blessing". This is a common understanding among the Tibetan people, Qiangba Punco said.
