More than 80 percent of the 9,463 commercial cases involving Hong Kong, Macao, Taiwan and foreign businesspeople that the Qianhai Cooperation Zone People’s Court has heard over the past five years were resolved, according to a white paper released at an online press conference Tuesday.

Over 70 percent of the cases, or 6,692, involved Hongkongers, topping the country in terms of most Hong Kong-related cases heard, as stated in the white paper.

The paper indicated that the court has taken a number of measures to improve its efficiency in processing cases, with the average time of a trial being reduced to 9.6 months. It has paved the way to building a modern economic system that is in line with international practices and creating a rule-of-law business environment in the free trade area.

International conventions, such as the United Nations Convention on Contracts for the International Sale of Goods and the Montreal Convention, and foreign laws have been applied in the proceedings of 10 cases and 98 commercial disputes at the court, according to the white paper.

The paper said the court has appointed 32 Hong Kong jurors and 74 foreign mediators to handle overseas-related disputes. As of July, the Hong Kong jurors had been involved in the hearings of 423 cases and the foreign mediators had resolved 660 disputes through mediation.

The Qianhai court said in the paper that it is committed to promoting cross-regional and cross-border legal research, exchanges and cooperation.

The Qianhai Legal Intelligence Forum, initiated by the court, has been held annually since 2016 with the participation of overseas legal professionals and experts.

The court has also established partnerships with 47 arbitration and mediation institutes across the world and has set up the International Commercial Court-connected Mediation Center under the Belt and Road Initiative.
