Zhanjiang has recently issued an implementation plan for waste-sorting management in the city to make specific arrangements for the classification of domestic waste.

The plan defines the city's short-, medium-, and long-term goals of domestic garbage classification. Among them, the city's comprehensive start of domestic garbage classification will start this year.

All counties (cities, districts) and units shall formulate and improve the implementation plan and working system for the classification of domestic waste at their own level and unit. They will also establish a leadership organization, carry out in-depth publicity and education activities, as well as build and improve domestic waste classification and collection facilities. In addition, government agencies at all levels, public institutions, social organizations, and other organizations established in accordance with the law shall arrange special personnel to take charge of garbage sorting.

The plan clearly states that domestic waste classification will be implemented first in public institutions, such as Party and government agencies at all levels, schools, hospitals, as well as farmers' markets. A domestic garbage classification demonstration area will be built in Chikan district, and 60 percent of residential hubs in urban areas are expected to realize the classification of domestic garbage. According to the requirements of the plan, all residential communities in urban areas will complete the classification of domestic waste by 2022.

The plan also specifies the criteria for waste classification. Domestic waste is divided into four categories: kitchen waste, recyclables, hazardous waste, and other waste.
