Police and immigration departments are advised to develop a quick digital ID recognition system, temporarily called an e-Bay pass, to facilitate talent exchanges between Hong Kong, Macao and Guangdong cities in the Pearl River Delta area.

At a meeting last week, political adviser Zhang Yaohua, representing other members of the research team on construction and cooperation in the Greater Bay Area, suggested those accredited talents be granted an e-Bay pass to enable them to move freely between the three regions and enjoy medical services, online ticket purchasing and payments under the e-Bay pass program. The pass would exempt them from needing official endorsements on their travel permits, which are currently required for people moving between the three regions.

The move, as Zhang suggested, is to further improve the business environment for talent development. Zhang also suggested enhancing cooperation in public services and exploring the possibilities for cross-border use of Hong Kong and Macao social security cards and establishing a medical system that covers Hong Kong and Macao people.

The city’s political advisory body organized its 125 members into teams focused on various topics to conduct a four-month research project on promoting Shenzhen’s economic development.

At the reporting meeting, members also suggested government services that could support private economy and financing.

“Government agencies should reduce routine checks that disrupt the normal operations of enterprises and regulate the practices of law enforcement,” said a political adviser named Che Hanshu.

During his research, Che received complaints from enterprises about the repetitive, excessive and random checks by law enforcement units. Che suggested that government agencies publicize the frequency of routine checks, the names of agencies and objects of inspections. Che also said the inspections should be recorded and tracked.

Financing is a problem faced by small and medium-sized enterprises. Political adviser Gao Jinmin suggested that the government set up incentives and provide funds to reduce the charges and costs of applying for loans for enterprises.

There are more than 10,000 small and medium-sized enterprises in the city, and some have the potential to become tech giants like Huawei and Tencent, the political advisers said. Han Yu, another adviser, suggested the government create incentives to support small enterprises that have great potential and influence in segmented markets.
