Following the introduction of a series of intellectual property rights (IPR) protection policies in May, the Shenzhen city government recently released another document focusing on the implementation of the toughest-ever IPR protections, the Southern Metropolis Daily reported.
According to the objectives of the document, in which the supportive role of IPR in economic and social development is highlighted, the city will build an IP operation service system with sound quality, efficiency, management capacity and the service level by 2020.
The document contains several detailed plans. For instance, by setting up the enterprise IP management standard, the number of standardized enterprises and institutions will reach 1,300 and the professional IP hosting service will cover more than 1,500 microenterprises.
In the field of strategic emerging industries, there will be more than 30 high-value patents with reasonable industrial development and global competitiveness, among which the number of invention patents will be no fewer than 50 and PCT applications will be no fewer than 10.
Also, the document envisions that the number of effective inventions per 10,000 people will reach more than 92 by 2020, and the number of PCT international patents will be more than 22,000.
It is expected that a batch of high-end IP services at home and abroad will be introduced to Shenzhen and the city will have more than 24 specialized and comprehensive IPR operation service institutions.
A risk compensation fund for IP pledges will be established and the average annual increase in the amount of IP pledges is planned to be over 25 percent.
The number of administrative law enforcement cases for patent trademarks is going to increase by more than 20 percent annually and enterprises in IPR assistance services at no less than 120 each year.
The foremost step is to implement the strictest IPR protection rules, which includes carrying out special actions to enforce IPR laws, promoting the construction of IPR protection systems, developing social credit systems, encouraging the formation of industrial IPR alliances, strengthening IPR protection assistance in key industries and strengthening IP awareness training.
The government will promote the building of the China (Shenzhen) Intellectual Property Protection Center for key industries, like the new energy and Internet sectors.
