Luohu’s old areas to be renovated

AS one of the 17 key areas to be developed across the city, the Sungang and Qingshuihe areas in Luohu District are going to undergo face-lifts to become commercial bases for high-end and emerging industries, the Shenzhen Economic Daily reported.

Official blueprints for the renovation of the areas will be completed by the end of this year, said the Luohu District authorities. According to Luohu officials, the Sungang and Qing-shuihe areas will be upgraded simultaneously, as one of the city’s major renovation projects.

The Sungang and Qingshuihe areas used to be major industrial zones with a lot of businesses, factories and warehouses in the early 1990s. However, the areas have become outdated compared to other parts of Shenzhen.

In 2010, both the city government and the Luohu District Government carried out large-scale inspections and made plans for the two areas. The Luohu District Government, along with the city’s urban planning, land and resources commission, hired world-class architects to tailor designs for the areas in 2011.

According to the district’s 13th Five-year Plan, the Sungang and Qingshuihe areas will be developed into a large commercial bases with a diverse array of industrial clusters, including household furniture, automobiles, medicine, creative culture, design, finance and high-end business.

A 362-meter building, one of the skyscrapers planned for Sungang, is under construction at the location of what was previously the largest warehouse in the area, said Chen Xiangfa, chairman of Shenzhen Material Holdings in Sungang. The new high-rises will become a cluster for the fintech industry in the near future, he said.

Chen said that the 362-meter Chengmai Building will be finished by 2020 and fintech companies are going to move into the new building in 2021.

Lai Jianhua, a Party official with Sungang Subdistrict, said an area of 2.787 square kilometers in Sungang will be renovated. Currently, there are nine renovation projects under construction. These projects will be completed within three years, he said.

Lai envisions Sungang becoming an area with a livable environment combining dynamic business with cultural and art facilities.

Wang Huasheng, a Party official with Qingshuihe Subdistrict, said that the main task for the Qingshuihe area is the upgrading and transformation of traditional industries.

One of the strategies is to turn the existing automobile warehouses into an international automobile trade and exhibition center and a high-end automobile customization center to collectively showcase new-energy vehicles, upscale automobiles, R&D and automobile culture.

Another way to help introduce emerging industries to the Qing-shuihe area is to build technology parks and R&D bases there, according to Wang.

The construction of an innovation base named the Honggang International Innovation Square was officially initiated in November with a groundbreaking ceremony. The innovation square will become a base for industries like artificial intelligence and life science.
