Border zone to pilot regional development

Shenzhen, Dongguan and Huizhou will promote regional integration by designating the borders Dongguan and Huizhou share with Shenzhen as pilot complementary industrial zones, an achievement in sharing coordinated regional development, local Chinese-language media reported yesterday.

By replicating the mechanisms implemented at the Shenzhen-Shanwei Cooperation Zone, the three cities will explore innovative partnership structures and cooperation models, and decide upon locations, developmental strategies, planning and industrial development, it was announced at a joint conference attended by top leaders from cities of the Shenzhen, Dongguan, Huizhou (3+2) Economic Circle held in Heyuan City in Guangdong Province on Saturday.

The GDP and tax revenue oft he pilot zone will be owned locally, and the added value of the zone will be shared by the three cities.

The 3+2 cooperation mechanisms cover five cities, namely, Shenzhen, Dongguan, Huizhou, Heyuan and Shanwei.

The conference approved the commencement of 46 projects, mainly in mechanism building, traffic and transportation, ecological cooperation, and people’s well-being.

At the meeting, Shenzhen Party chief Wang Weizhong said the construction of the Shenzhen-Dongguan-Huizhou Economic Circle is a strategic arrangement in Guangdong. It will be an aggregation of talent, global investment, scientific innovation and competitive industries. It will also be a community for the reasonable allocation of resources, coordinated development of innovation, and cooperation in industrial divisions, talent exchanges and public services.

Wang hoped the area to be competitive in innovation, dynamic in economy, and enjoy high degree of openness.

Wang requires the five cities to further clarify objectives and tasks, and work under tight schedules to push forwards the cooperation projects.

Among the 46 projects, 27 are related to Dongguan, accounting for 60 percent of the total.

Xiao Yafei, mayor of Dongguan, said Dongguan will accelerate road projects connecting with Shenzhen and the treatment of border rivers, and optimize and integrate regional industrial, tourism, innovation and medical health resources to ensure implementation of related projects.

Xiao suggested further coordination on pushing traffic plans between the cities. Dongguan will improve its connectivity between its coastal bay area and the Shenzhen International Airport area, and promote coordinated development on the eastern banks of the Pearl River.
