Guangzhou offers 1.5m yuan subsidy to lure top teachers

Guangzhou is beefing up efforts this spring to promote its favorable policies to woo top teachers and headmasters from across the country.

Teachers and headmasters who are categorized as elite talents and backbone talents will be offered a housing subsidy of up to 1.5 million yuan (US$ 240,000) and 800,000 yuan (US$ 126,000), respectively, when they are recruited, according to a policy rolled out last August by the Guangzhou municipal education bureau.

Those talents who don’t own a house can receive a renting subsidy of up to 8,000 yuan per month or free accommodation for 10 years. They can also enjoy favorable policies to help them manage household registration and apply for a professional title. Their partners and children will be provided support when hunting for a job or going to school.

Apart from municipal level policies, many districts in Guangzhou have issued schemes to attract more top teachers and headmasters to settle in the city.

Huadu district and Zengcheng district, for instance, both offer a 2-million-yuan housing allowance for elite teachers.

Tianhe district released a public notice last June to recruit 83 primary and middle school teachers and headmasters. For the elite teachers, the district offers an apartment — rent free for 10 years — or an 8,000-yuan annual home allowance for 10 years. The district has been recruiting excellent teachers from universities across China since the 1990s.

Through January the city has brought in 618 high-level teachers and headmasters for primary schools, middle schools, colleges and universities.

There will be no limitation on time and number for the high-level academic recruitment program. Those who meet any of the following requirements are welcome to apply for the recruitment program in Guangzhou.

1. Experts who have received a special government allowance from the State Council; professionals who have been cited as a “National Excellent Specialist;” and teachers listed in the “National Special Support Program for High-level Talents” program

2. Headmasters or teachers with the title of Senior Professional

3. Recipients of “Outstanding Expert,” “Excellent Expert,” “Top Young Talent,” “Top-notch Talent,” or ‘Overseas Top-notch Talent” awards at the sub-provincial level or above

4.Professionals who are awarded national-level “Outstanding Headmaster” or “Outstanding Teacher;” top teachers listed on a provincial “Special Support Program;” and professionals who are awarded provincial-level “Special Grade Teacher”

5. Academic leaders who are awarded national-level teaching achievement second prizes or above

6. Domestic or overseas leading academic experts, or professionals who have great academic influence at home or abroad

7. Headmasters and teachers who worked at provincial-level key schools; teachers who were awarded as provincial-level “Excellent Teacher,” “Excellent Class Teacher,” or sub-provincial level academic leaders

8. Academic leaders who have been awarded first prize for provincial-level teaching achievement

9. Teachers who have tutored their students to win the first three places or first prize at national-level academic Olympic games, sports games or art competitions

10. Domestic leading academic experts who have great academic influence in their local cities
