Vice Governor of Utrecht Province: Guangdong is an open, innovative and friendly province

Led by Pim van den Berg, Vice Governor of the Province of Utrecht, a delegation of 31 members are visiting Guangdong from October 29 to November 3.

In 2015, to mark the 20th anniversary of the sister relationship between Guangdong and the Province of Utrecht, the two regions signed a joint declaration to deepen their cooperation in circular economy, creative industries, education, and more.

“Both Utrecht Province and Guangdong are making efforts on solving similar problems, such as sustainable development and care for the elderly,” said Mr. van den Berg. “I think more cooperation could be undertaken or strengthened in the fields of waste management and ICT.”

Working together on circular economy

"The delegation will sign a Memorandum of Understanding (MOU) about waste management with Guangdong during this visit," Mr. van den Berg added.

In order to accelerate the progress of building a waste sorting system and promote both saving and efficient recycling of resources, Guangdong not only published guidelines on garbage sorting, but is also collaborating with a Dutch company to complete the “last mile” of waste management.

“A joint project of Mechanical and Biological Treatment (MBT) is being developed at the Sino-Germany Metal Eco City in Jieyang, and will finish construction in 2019,” said Jimmy Liang, Chief Representative of WTT Netherlands B.V. “It will be able not only to classify and recycle available resources, but also can eliminate toxic materials from non-recyclables before they go for incineration.”

It is said that this is the first MBT project to be launched in Guangdong.

Furthermore, Orgaworld Asia, another Dutch company focusing on the circular economy, has signed an MOU with Huizhou municipal government to launch a pilot project on organic waste treatment.

“Guangdong possesses strong economic capability so we can move the project forward quickly,” said Julius de Jong, Managing Director of Orgaworld Asia.


Cooperation in innovation

“Guangdong has an excellent environment for fostering and encouraging innovation, in particular, most of the Guangdong’s companies have a sense of innovation, which is a terrific basis for cooperation,” added Herman Huisman, Senior Adviser International Cooperation of Directorate-general for public works and water management.

Currently, Guangdong is developing an “Innovation Driven Development Strategy”, while aiming to build an innovative talent hub in the next 5 years.

Concerning innovation and talent, Mr. van den Berg said,“The most important factor in attracting talent is not only that you can provide affordable housing, activities for the youth, but also form a connection between talent and employer.”

“We should build a more open society that young people can meet each other not only in (their respective) institute, but say also in a cafe that they can exchange ideas on solving difficult problems,” Mr. van den Berg added.

In 2015, an applied game jam was organized by the Guangzhou Academy of Fine Arts and the University of the Arts Utrecht (HKU), through which students from the two regions deepened their communicative ties.

“We hope to keep developing the relationship with Guangzhou Academy of the Fine Arts,” said Viktor Wijnen, Director of HKU Games and Interaction. “We are looking forward to working on some projects that the outcomes could affect society.”

Mr. Wijnen told us that three students from HKU are applying for an internship at Netease, an internet company, as well as game design company based in Guangdong.

“We believe that it is impossible for youth to meet with success without fundamental international experience,” he added.

More ties between the twin provinces

As one of the starting points of the Maritime Silk Road, Guangdong first established ties with the Netherlands more than 200 years ago. People can now review this history through an exhibition held in the Museum Oud Amelisweerd in the Province of Utrecht.

This exhibition is co-organized by MOA and Guangdong Museum.

“It will be very interesting to introduce classical Asian culture to the people of this province,” said Roelof Jan Minneboo, Deputy Director of MOA.

“We are going to hold two exhibitions in Guangdong next year, one is in the Guangdong Museum on Armando Arts, and the other will be held in the Peasant Movement Institute about the relationship between Guangdong and the Netherlands.” Yvonne Ploum, Director of MOA added.

"I think the relationship between the provinces of Utrecht and Guangdong is on the up, " said Mr. van den Berg. "The friendship is like a good wine, as it gets older, it gets better."

乌特勒支省副省长:三个词形容广东,我选开放、创新、友好

    应广东省政府邀请,由荷兰乌特勒支省副省长皮姆.范登.博格率领的经贸代表团一行31人于10月29日至11月3日访问广东。

    自2015年,广东省与乌特勒支省结好20周年之际,两省共同签署深化友好关系联合声明后,双方全面加强了在循环经济、文化创意产业、教育等领域的交流合作。

   “乌特勒支省与广东省有很多相似的地方,例如,我们双方都在全力推进可持续发展与养老服务的发展,”范登.博格先生说道,“我想两省可以在废物处理以及信息通讯技术领域方面开展或加强进一步的合作。”

可循环经济成果初现

    范登.博格先生说:“在访问广东期间,代表团成员将会与广东省政府就废物处理签订谅解备忘录。”

    为了进一步推进生活垃圾全收集、全处理以及促进资源节约高校循环利用,广东省政府近年来就生活垃圾分类处理出台了系列相关条例和指引,并且与荷兰公司开展相关合作,解决废物处理的“最后一公里”。

    澜唯环境科技有限公司中国业务首席代表梁韵嘉介绍:“我们与广东省政府在揭阳中德金属生态城共同开展机械生物处理法(MBT)项目,是广东的第一个机械生物处理法项目。通过这个技术,我们可以把符合可循环的废弃物分选出来,而不符合可循环的废弃物在经过无毒化处理后用于焚烧发电。由于废弃物在经过处理后,湿度会下降,这样就能够增加它在焚烧时候所产生的热值,增加发电量。”

    另外,另一家专注可循环经济的荷兰公司有机亚洲在早些时候也与惠州市政府就有机废物处理签订了谅解备忘录。

   “广东省的经济基础非常好,这也为项目的快速推进提供了坚实的保障。”有机世界亚洲总经理纪德容说道。


创新合作深入推进

    荷兰基础设施与环境部水利和公共设施局高级国际合作顾问赫尔曼.郝伊斯曼说:“广东有非常好的创新环境,很多广东企业都表现出创新的理念,这是一个非常好的合作基础。”

    目前,广东正在实施“创新驱动”发展战略,同时希望在未来五年内建设创新型人才高地。

    就发展创新产业与人才培养而言,范登.博格先生认为吸引人才最重要的不仅是你能提供年轻人能够买到负担得起的住房或者丰富的生活,而且能够在人才和公司之间扮演桥梁的角色。

    范登.博格先生说:“我们应该建立更开放的城市,让年轻人不仅在研究所内就某样问题相互交流,并且也能在咖啡馆内产生思想碰撞的机会。”

    广州美术学院与乌特勒支艺术学院在2015年时联合举办了game jam学生游戏设计大赛,让两省的高校学校通过共同设计游戏加深双方彼此的认识和了解。

   乌特勒支艺术学院游戏与互动专业主任威克多.伟德邦说:“我们希望能够与广州美术学院保持良好的合作关系,并且能够共同开展一些能够对社会产生社会效益的项目。”

   威克多.伟德邦同时也透露三位来自乌特勒支艺术学院的学生正在申请网易公司的实习项目。网易公司同时也是一间总部在广东的互联网、游戏公司。

   威克多.伟德邦补充:“我们相信良好的国际经济是年轻人走向成功的基石头。”

文化交流日趋频繁

   作为海上丝绸之路的起点之一,广东早在200年前就已经通过海上丝绸之路与荷兰建立起贸易往来。人们现在也能前往位于乌特勒支省的阿美里斯维尔特庄园,并参观该馆与广东省博物馆联合举行的《中国制作—阿曼多及清朝大师作品》展览,从中窥见海上丝绸之路连接下的粤荷贸易往来情况。

   阿美里斯维尔特庄园副馆长鲁洛夫.杨.米勒伯说道:“能够向乌特勒支省人民介绍经典的亚洲文化是一件非常有趣的事情。”

   阿美里斯维尔特庄园馆长伊冯娜.普鲁门介绍道:“我们正准备明年在广东举办两场展览,一场是在广东省博物馆展出全能艺术家阿尔曼多的收藏品和作品;而另一场展览则会在农讲所举办,主题是关于广东省与荷兰源远流长的交流历史。”

   范登.博格先生感叹:“乌特勒支省与广东省的友谊正在不断加深。两省间的关系就像一瓶美酒,收藏的越久,越是醇厚。”
