Currently, Guangzhou increasingly becomes a preferable career destination for overseas talents. To reinforce attractiveness, the city will support 30 entrepreneurship projects of overseas talents with a subsidy up to two million RMB at most each year from 2018 to 2022.
According to Guangzhou Municipal Human Resources and Social Security Bureau, the entrepreneurship projects include 20 technical innovation projects (Class A) and 10 business model innovation projects (Class B).
For Class A project, it will be given a subsidy up to two million RMB, while Class B project's subsidy will be up to one million RMB. Besides, they can enjoy free use of plant or office up to 1,000 square meters and 500 square meters respectively in specific entrepreneurship parks.
In addition, Class A and Class B projects can get a loan subsidy. The government will share 50% interests of their loans up to 10 million RMB and 5 million RMB, respectively in two years.
Guangzhou's talents green card policy also offers convenience for those overseas talents. Card holders can use that card for business registration instead of providing other proofs of identification. Also, the policy helps non-local talents to gain "local resident treatment" in the city such as purchasing property, vehicle license registration, children's schooling, bank account opening, etc.
Qualified talents who should study, work, live abroad or foreigners studying in China. In detail, they ought to be meet one of the following conditions:
1. Experts in "the Thousand Talents Plan"
2. Chinese students who get the bachelor's degree or above abroad
3. Talents who work in large enterprises or universities abroad
4. Foreign students who get the master's degree or above in China
5. Overseas Chinese living abroad
